North Korea says it will consider U.S. security offer for scrapping nuclear program

SEOUL, South Korea, Oct. 25 — In a sudden shift, North Korea said Saturday that it would consider President Bush's offer of written security assurances in return for dismantling its nuclear weapons programs.

<snip>
The abrupt change brightens prospects for restarting talks to ease tensions in the yearlong standoff over North Korea's nuclear programs, which some experts say could produce several more atomic bombs within months.

''We are ready to consider Bush's remarks on the 'written assurances of nonaggression' if they are based on the intention to coexist with the (North)'' and offer ''simultaneous actions,'' the North Korean spokesman said in comments carried by the government's KCNA news agency.
North Korea has previously said that ''simultaneous actions'' include economic and humanitarian aid from the United States, opening diplomatic ties, and building a nuclear power plant. It has also said it must include a nonaggression treaty — something the Bush administration has refused.

1. This is because Bush mentioned the guarantees
Not his staffers whose words he could easily knock down later.

2. I thought they laughed at this idea?
They're going to trust Bush's word on a treaty? Surely they're not that stupid...

3. N. Korea only wanted 1 agreement but now bush has offered him 5
N. Korea only wanted an aggreement from the U.S. now Bush has promised an agreement from not only the U.S. but also from Russia, China, Japan and S. Korea.

I'd say it was a big win for N. Korea and the world if this brings tensions down and inspections up.

i am just AMAZED that the neo-CONs offered them even more than they asked for :evilgrin:

peace

4. This seems highly Clintonesque..and rational
Why did Bush think threatening nuclear war would work better than multi-lateral diplomacy?
