GOP Senators Look to Shift Spy Management From CIA

Republicans on the Senate Select Committee on Intelligence want to strip from the CIA its primary role as manager of overseas collection of human intelligence, suggesting that Director of National Intelligence John D. Negroponte take over that responsibility.

The CIA's Directorate of Operations, the agency's clandestine arm, which now coordinates spying overseas by all U.S. intelligence agencies, in the past "did not effectively exercise the authorities of the national HUMINT manager often focusing instead on its own structure and operations," the committee majority said in its report on the fiscal 2006 intelligence authorization bill released late Thursday.

Citing past failures in averting the Sept. 11, 2001, attacks and in overstating Iraq's weapons of mass destruction, the Republican majority said U.S. spying operations "have lacked strong leadership and effective mechanism to resolve conflicts."

The Republicans, led by Sen. Pat Roberts (Kan.), the panel chairman, urged Negroponte "to directly manage and oversee the conduct of HUMINT operations across the intelligence community," saying the need is "imperative" because the Pentagon and the FBI are placing "greater emphasis" on spying.

Democrats on the committee opposed the suggestion, calling it in their section of the report a "misguided solution" and noting that the CIA has recently reached agreements with the FBI and Pentagon to "avoid confusion and ensure smooth coordination" of spying operations at home and abroad. They also noted that the DNI -- a position created by Congress last year to oversee and coordinate the government's intelligence community -- "was not established as a new bureaucracy to assume the responsibility for day-to-day intelligence operations."...

4. For me, it's a combination of Negroponte...
and my assumption that the cabal has been the first force in our history to take on the CIA and win, which says something about the methods they are apparently willing to use. In addition, I have no faith in the ability, or interest, of any of these people to serve and protect the people. It's very scary.

IMO, the NeoCons already dead and the only reason they still are at the controls is rigor mortis set in... and their souls are still hovering over their corpses.

It's just a matter of time before the levers of Government are wrested from their cold dead hands.

they were mourning the loss of the cia`s independence to the vast bureaucracy that the neocons have set up...george bush the lesser was the "master of ceremonies"...isn`t a cia building named after him?
i`ve said this before-i never thought i`d ever side with the cia bastartds but at least they kept us from from the other sides bastards but with the neocons in charge who really knows who the real bastards are...

Seriously? How stupid are you if you didn't know the full scope and meaning of having Negroponte around in government? The implications of just how bad it could get with Negroponte anywhere near government were self-evident.

He's bad enough in the civilian sector but placing him in government in any capacity is homicidal. The man is nothing but walking death.

He's bad news and he will never be anything but bad news.

EVER.

Under any circumstances.

And to confirm such a man as this?

That's just asking for any and all trouble that follows.

Because it's not like you didn't know what the consequences would be...

These militarized thugs and video arcade Rambos are sure to run amok, commit serious crimes, and drag America's once good name ever deeper into the mud.

But, but, Negroponte is 'domestic' operations. And the Republicans want this?

Was watching PBS last night about the 60's. You know, I was struck by how much the Democratic Convention in 68 was in turmoil, yet the 'law and order' Republican Convention, Miami I think, was so civilized. Why was the party in so much turmoil. We now know of counter intelligence operations were in operation during those times. Intelligence operations that were later barred from operating domestically. Did they ever stop?

It seems to me the Republicans have been running black-ops for a very long time against the Democrats, even assassinating the leaders of their political opponents. JFK, MLK, Robert and I am somewhat sure about Wellstone. Imagine that. Killing a sitting president and also the candidate of the opposition party for president. That fuckin' Nixon should have been hung. And then recently, Wellstone and don't forget the anthrax attacks against Dashe.

The 'terrorists' are actually right here, in the USA. Our very own intelligence operations are the terrorists, backed by the GOP. Remember, todays GOP is made-up of a lot of KKKers that bailed from the dem party and joined the republican party in the 70's. Anybody else notice from PBS how indignate Daly looked when he was confronted publicly about the Chicago police tactics at the Democratic Convention in 68. Nucking fazis.

I know many of you have republican friends, but even the Nazi's had 'innocent' supporters. It's time to take down the Nazi's and their party, the GOP.

31. They want Negroponte in charge so that no more 'outings'
of CIA agents make frontpage news. The goal is to give complete control over activites to a man that trained ultra-rightwing death squads in Latin America. The type of squads used to take out people like Chavez.

I wouldn't piss on Negroponte to much, he is a very dangerous man (like Osama).
