BATON ROUGE, Sept 13 (Reuters) - Louisiana's governor condemned the Federal Emergency Management Agency on Tuesday for moving too slowly to recover the dead from New Orleans and has signed a contract directly on behalf of the state with the recovery company originally hired by FEMA.

"I have taken action today to resolve a matter that involves life, death and dignity," Kathleen Blanco told reporters at a meeting of state elected officials.

"I can not stand by while this vital operation is not being handled appropriately."

Blanco said she has signed a contract with Kenyon International Emergency Services after the company threatened to pull out of the state because it had not yet signed a formal contract with FEMA.

Asked about the issue, FEMA spokesman David Passey said: "From what I understand, Kenyon had some questions about the contract."

Sept. 13 (Bloomberg) -- Louisiana Governor Kathleen Blanco said the state hired Kenyon International Emergency Services to recover bodies left in the wake of Hurricane Katrina, saying she had given up on the Federal Emergency Management Agency.

``In recent days, I have spoken with FEMA and administration officials to convey my absolute frustration regarding the lack of urgency and the lack of respect of our people whose lives were lost as a result of Hurricane Katrina,'' Blanco told reporters in Baton Rouge today.

Homeland Security Director Michael Chertoff said the agency that runs FEMA created a ``system of recovery'' a week ago and is responsible for the recovery of bodies, Blanco said, adding that even the highest government officials couldn't ``break through the bureaucracy to get the coordination done.''

``I cannot bear to wait any longer,'' Blanco said.

13. I LOVE animals too, but cut the Governor some slack please
She's got thousands of people still in TERRIBLE circumstances, in trauma, possibly some even suicidal and thousands of dead people who need to be collected, DNAd and returned to their families.

Governor Blanco can't do everything, I'm sure that there are other people in Louisiana that will be in charge of the animals. Also, the Coast Guard HAVE been rescuing animals...and I recall that Mayor Ray Reagan (sic) told them NOT to rescue the animals and somebody went over his head and said DO rescue the animals.

Thanks for the welcome, ernst. Guess I hit a nerve with my first post but I don't think Blanco handled things as well as she should have, both before and after Katrina. Yes, the federal response was slower than it should have been but if NO had been evacuated using only the city and school busses available there would have been at least 30K fewer people left in the city. Guess that's a moot point now though, huh? :shrug:
