UNITED NATIONS (news - web sites), Oct. 14 — The Bush administration is virtually assured of gaining Security Council approval of a revised United Nations resolution on Iraq (news - web sites)'s future, diplomats here said Tuesday, but it remains unclear whether the measure will be adopted overwhelmingly or in a less convincing, abstention-riddled vote.

The resolution, however it passes, will mark an important step in the administration's attempt to gain broader international backing both for the occupation forces in Iraq and the reconstruction of the country

A week after it had flirted with abandoning the resolution in the face of objections from Secretary General Kofi Annan (news - web sites) and countries like France, the administration produced a new version that made symbolic concessions to some of those concerns. The ambassador to the United Nations, John D. Negroponte, said there would be a vote on Wednesday.

I wish I could be optimistic about this, but it just sounds like more spin to me. It certainly does not sound to me like the administration is moving towards joint control of forces in the gulf.

1. It IS just spin...

However this resolution is adopted, it will not add up to one more pair of boots on the ground or one more dollar of aid.

It's just so the Bushistas can say they have a UN resolution to back up the Occupation.

They know that voters are concerned about Chimpy's go-it-alone approach. This is to address that.

weeks ago, to get Russia to change it stance on an U.N. vote? It is Russia that has pushed France and Germany into accepting a vote. Now all that remains to be seen, is if the resolution will have any teeth, or will just be cosmetic, a kiss on the lips, or a kiss in the cheek?

any UN involvement - declaring that they are - by virtue of Bush's appointment - the true government of Iraq and that they do not need or want UN review or approval.

No veto's - but a lame approval.

On Tuesday morning, Mr. Annan said dismissively that the passage providing that the current Iraqi institutions would embody the sovereignty of the country was "a nice phrase," but that "the occupying power will remain the government, whether the resolution is passed or not."
