Watchdog prepares legal paperwork for filing ethics complaint against Cunningham, seeks legislator to sign

By: WILLIAM FINN BENNETT - Staff Writer

The legal homework is complete. Every "i" is dotted and "t" crossed. But after preparing a 72-page ethics complaint against Rep. Randy "Duke" Cunningham, a Washington watchdog group lacks one thing: a member of Congress who is willing to sign on the dotted line.

As Cunningham faces a federal investigation into his financial ties to a Washington defense contractor, Citizens for Responsibility and Ethics in Washington, or CREW, on Friday released a copy of the complaint they want a member ---- any member ---- of Congress to sign against Cunningham, R-Rancho Santa Fe.

House ethics rules stipulate that only a congressman or congresswoman may file an ethics complaint with the House Committee on Standards of Official Conduct, better known as the House Ethics Committee.

"(We are) in hopes of finding a Member of the House of Representatives willing to certify that the allegations are made in good faith and to forward the complaint to the Ethics Committee for consideration," a CREW official wrote in a Friday news release.

1. I doubt anyone will do the deed
Congress is pretty much an unethical establishment involving everyone. No one there wants anyone kicking over stones looking for dirt. dirt is there to be found in large amounts. Better to use the court system.
