Man found near legal seminar with gun indicted (federal judges present)
A man who allegedly was found with a gun and parked near a legal seminar attended by five federal judges has been indicted on federal firearms charges.

A grand jury on Thursday handed up charges of illegal possession of a firearm and lying to a firearms dealer against Wayne Lee Palmer, 41, of Baton Rouge. He was arrested earlier this month after federal marshals chased his vehicle across the Louisiana State University campus.

The pursuit occurred after a marshal spotted Palmer with a pistol near the LSU law school about an hour before a Federal Bar Association seminar, authorities said.

Palmer was arrested in 2003 after he allegedly threatened to kill a federal courthouse security officer in Baton Rouge after seeing his $3 million lawsuit against the Louisiana Department of Insurance dismissed.

In March 2004, U.S. District Judge Adrian G. Duplantier of New Orleans found Palmer not competent to stand trial and committed him to the Federal Medical Center in Butner, N.C. In November, Duplantier dismissed the charges against Palmer after deciding he would not regain mental competency, but was not a threat to the community.
