but neither Scotland nor England are Britain, nor does the English parliament exist (see above)(although the Scottish Parliament does). The Welsh are Brits, and have an Assembly, only some of the Irish want to be Brits, and they have an Assembly as well, only it's not working at the moment, most of the Irish most certainly aren't Brits, and some of those think that the Irish who want to be Brits aren't Irish, but Brits.

and that kind of courtesy is required in the Arab world. He was trying to get Saddam to let the inspectors in. Saying "Hey, scumbag, now you listen to me" wouldn't have been helpful.
