MAASTRICHT, Netherlands (Reuters) - President Bush will pay tribute on Sunday to the Americans who died to free Europe from Nazi Germany before heading to Moscow to urge Russia to uphold democratic values at home and abroad. Bush is on a four-nation tour centered around the 60th anniversary of the end of World War II in Europe but balanced by visits to Latvia and Georgia which are reluctant to celebrate the start of the Cold War division of the continent.
Bush was to meet Dutch Prime Minister Jan Peter Balkenende and Queen Beatrix and lay a wreath at a U.S. cemetery at Margraten near the southern city of Maastricht, where around 8,000 U.S. dead from World War II are buried.
He told Baltic leaders on Saturday in the Latvian capital Riga that the Nazi Third Reich "defined evil for the ages.":spray: "Brave men and women of many countries faced that evil, and fought through dark and desperate years for their families and their homelands. In the end, a dictator who worshipped power was confined to the four walls of a bunker, and the fall of his squalid tyranny is a day to remember and celebrate," Bush said.
The Allies agreed to celebrate victory on May 9, 1945 but journalists broke the news of Germany's surrender prematurely, prompting mass rejoicing on May 8. The Soviet Union kept to the agreed date and Russia still marks victory in Europe on May 9.
German Chancellor Gerhard Schroeder and President Horst Koehler will attend a church service on Sunday to mark the end of the war before ceremonies at the Reichstag. Neo-Nazis also plan a rally not far from Berlin's landmark Brandenburg Gate. On Monday, Bush, Schroeder and other world leaders join President Vladimir Putin for victory celebrations in Moscow.
