HARTFORD, Conn. -- Gov. M. Jodi Rell's ethics counsel, Rachel Rubin, is facing an ethics complaint, The Associated Press has learned.

In addition to serving as the Republican governor's ethics counsel, Rubin is director of compliance for Storrs and the regional campuses of the University of Connecticut.
In a letter to the State Ethics Commission, dated April 25 and obtained by the AP on Friday, Kardaras _ a 2004 candidate for the state House of Representatives _ claims Rubin is violating the ethics code because "essentially, she has oversight of herself."
"This conflict puts agencies in the position of regulating the conduct of UConn employees at the risk of inviting the wrath of the Office of the Governor," the complaint states.
