Lampson, a four-term congressman who lost a re-election race last fall after a Delay-led effort redrew his old district to favor Republicans, said voters were tired of the questionable ethics and "bitter" partisan politics of Delay.
"We need leaders who unite us, not divide us, leaders who will uphold the highest standard of accountability to the public and who recognize there is only one standard for ethical behavior," he said in a news conference outside his grandparents' home in the Houston suburb of Stafford.
Lampson said he would work for more access to health care, education and Social Security. His attacks on DeLay were light and indirect as he vowed to avoid a nasty campaign.
