into another bill without many knowing about it. Discussion centered around comments like-they should read the bill before they vote yes.
Seems opportunists to me. I did not hear who inserted this amendment. but the Gov said he prob. has to veto on technical grounds (see below)

Few problems seen from English-only bill

If state agencies were forced to destroy all foreign language publications under a proposed law to make English the official language of West Virginia, the resulting fire wouldn’t make much of a blaze, based on comments from state officials.

For all the fuss over the last-minute amendment into a bill (HB2782) to allow cities to expand membership on park and recreation boards, a survey of state agencies Wednesday indicates that state publications or documents in any language but English are few and far between.......

......Gov. Joe Manchin most likely will have to veto the bill on technical grounds, because the state constitution forbids legislation that addresses two or more unrelated issues in the law.

3. Voting
Would this mean ballots would have to be in English only too?

5. Unless there's something stipulating that government publications
and ballots must be in the official language, I don't see the problem.

Sort of like saying my wife is the official University Ceiling Hole Enforcement Officer, but with no duties or authority assigned. Yippee.
