Teachers union questions legality of Newark district's plan in event of work stoppage

NEWARK — The teachers union is questioning the legality of a proposed school board policy on actions the district would take in the event of a strike or other work stoppage.
A policy already exists, but the district is considering updating the document, adding in a statement that "employees shall be held accountable for their behavior during any labor dispute. The district may take disciplinary action against employees."
Before the New Haven school board passed a strike plan in February, it deleted a paragraph stating employees would be accountable for their actions. Newark's proposal also states employees shall not prevent access to district facilities, use or threaten to use physical violence, or pass out "malicious or defamatory" materials.
At Tuesday's meeting, student board member Chris Chandler questioned whether prohibiting employees from distributing materials would infringe upon free speech rights. <snip>
