ITAR-TASS: Kyrgyz delegation arrives in Moscow for talks with Akayev

MOSCOW, April 3 (Itar-Tass) - A delegation of the Kyrgyz parliament arrived in Moscow for talks with Askar Akayev on details of his resignation. It is headed by speaker Omurbek Tekebayev.

According to chairman of the Kyrgyz Constitutional Court Cholpon Bayekova, Akayev, now in Russia, formally remains the Kyrgyz president. However, he is ready to write a statement on his resignation and to certify it by a notary. “There is an understanding between Akayev and representatives of a parliamentary commission on such a version of settling the situation,” she said. “Since the republican government cannot guarantee Akayev’s security on his arrival in Bishkek and his address on resignation at a parliamentary sitting, deputies will be guided by an officially certified statement.”

Bayekova explained that the country’s Fundamental Law demands that Akayev should personally address a parliamentary session and announce his resignation. Then, presidential elections are to be held within three months. Since Akayev, she continued, “does not want to put his life into jeopardy”, official certification of his statement on a resignation is “the most acceptable version”. “Even if Askar Akayev does not resign on his own,” the chairwoman continued, “the presidential elections will be held in Kyrgyzstan all the same on June 26.”

Akayev noted in a recent interview that he was ready to surrender presidential powers ahead of time if he “is given adequate guarantees and if it is in full conformity with legislation”.
