Aides Concede More Mock News Videos

Tapes praise governor's proposals on nurse staffing, teachers. Legislators plan probe.

By Dan Morain
Times Staff Writer

March 10, 2005

SACRAMENTO — A week after Democratic legislators faulted Gov. Arnold Schwarzenegger for using taxpayer money to produce "propaganda" in the form of a mock news video, the administration on Wednesday acknowledged making several others to advance its policies.

A state senator intends to question officials today about the funding and distribution of the videos. Initially, legislators focused on one tape extolling an administration proposal to end mandatory lunch breaks for hourly workers. But additional videos have surfaced in which the administration is promoting a cut in the number of nurses required on duty in hospitals, pay for teachers based on merit rather than seniority and a more stringent tenure track.

A video was also produced on Schwarzenegger's plan to lower prescription drug prices, but it has not been released. Officials said it was a draft. The other tapes, formatted as television news stories, were sent to stations statewide starting in December. Some news outlets aired portions of the video about lunch breaks, which state officials, who monitored usage of the tape, characterized as a news release.

Officials did not track which television stations used the merit pay and tenure video, and it is unclear if they monitored use of the tapes on nurses. They described both tapes as news releases.
Schwarzenegger is backing bills related to teacher tenure and merit pay — ideas opposed by teachers unions and many Democratic legislators. A Schwarzenegger-supported campaign committee simultaneously is pushing a possible ballot initiative to alter tenure. A petition drive for an initiative on merit pay is also being contemplated.

1. Like a true Rethug, he has learned to make propaganda.
When Americans wise up and learn not to believe everything they see on TV maybe rethugs will start spending our tax dollars wisely. Ah no, it'll never happen.

17. He might have learned it from his father
After all the elder Schwarzenegger was a Nazi police chief, and history has shown that under Goebbels propaganda became a fine art.

9. So Arnold
is spending my tax dollars to make fake news releases to persuade me that I don't need adequate nursing care if I go to the hospital.

If I (or the nurses) want to get on TV, we have to pony up the money and make an ad, which the TV networks may not show because it's against their policy to (fill in the blank).

16. What will California Democrats do?
The CA Dem party has evidently been struggling with how to take down Arnold a peg or two. Perhaps this is the answer. Stamp him as a propagandist. This practice stinks of corruption/manipulation. The Dem party controls both houses. Investigations could occur. Will they?

19. Democrats cry foul over Calif. videos
BETH FOUHY

Associated Press

SAN FRANCISCO - Saturated as he is in the ways of Hollywood, it's no surprise that Gov. Arnold Schwarzenegger knows better than most politicians how to fashion an image for television cameras. But recent disclosures that several state agencies have distributed video press releases masquerading as TV news reports have Democrats crying foul and news directors re-examining their policies about airing such material.

Aides to Schwarzenegger acknowledge using state money to produce "video news releases," or VNRs, that cast an entirely favorable light on some of the administration's most controversial policies.

The videos resemble local television news stories, complete with a suggested introductory script for anchors to read. They're distributed via satellite for stations to use as they wish. There were no reports of any station using one in its entirety.

Democrats, who oppose most of the policy changes the videos are advocating, have denounced the videos as little more than taxpayer-funded propaganda and have asked Attorney General Bill Lockyer to intervene. <snip>

20. RECALL!!!!!!!!!!!!!!!!
But then, I don't live in Caifornia. It's kind of costly to have a recall election. But, considering how shamelessly he spends limited state revenues. Maybe it would be cheaper in the long run.

24. This has gotten to the point of being pathetic
and I'm not talking about Arnold-

It's the tone imposed by the news editors... making it seem like it's 'Democrats" who are outraged... and who are 'denouncing' this.

The irony is that the media itself, who is trying deperately to show "two sides of the issue" (as in - earth is flat- opinions vary) is the very entity that's being raped!

They're the ones being hookwinked, abused and played for fools.

And yet the only outrage they can muster (and I've read dozens of articles like this) is that ....some Democrats say....

If I hadn't already lost every ounce of respect for the "mainstream" media, the incidents over the past two months would have been enough. Even my Southern conservative family members are basically disgusted with it, and several have come to the conclusion that I was right- they're being lied to- and they don't like it one bit.

25. Arnold's explanation is hilarious and insulting
snip>
But Schwarzenegger says they are just souped-up versions of a standard press release.

"It's the highest technology," Schwarzenegger said. "You edit it really well, and then you send it out. It's really done in a correct way, but some people are not used to it yet, it's so high tech."
