OPEKA, Kan., Feb. 24 - Jael Phelps, 20, a nursing student, stood outside the City Council chamber here on a recent night holding a sign with a photograph of the councilwoman whom she hopes to unseat, Tiffany Muller, placed on a dog's body.

"Mutt Muller," read the caption, an allusion to her family's view of homosexuals.

Ms. Muller is the first openly gay officeholder in Kansas, Miss Phelps, a granddaughter of the Rev. Fred Phelps Sr., possibly the nation's most vitriolic protester against gays.

Their battle to represent a working-class slice of northwestern Topeka will almost certainly turn not on typical concerns like sidewalks and snowplows, but on heated questions of civil rights and free speech.

Voters will choose among them and two lesser-known candidates for the seat on the ballot on Tuesday and decide whether to repeal an ordinance that prohibits the city from discriminating against gays in hiring. Ms. Muller sponsored the ordinance shortly after she was appointed to the Council in the fall.

Miss Phelps's family led the petition drive to overturn it.

The twin contests have transformed the often ignored primary into an impassioned struggle. Residents worry that the voting results could brand Topeka as a haven for homophobia or for homosexuality, with many residents unsure which would be worse.

"It's made us do a little soul searching about who we are as Topekans," Deputy Mayor Clark R. Duffy said.

The referendum, which would ban the Council from passing any ordinances specifically protecting gays for 10 years, would be the only one of its type in the nation, after Cincinnati voters in November repealed a similar measure that they passed in 1993.

The battle has become as much as anything a debate over Mr. Phelps, whose incessant daily pickets and hate-filled faxes have plagued Topeka for 14 years, yet whose opposition to the antidiscrimination ordinance is shared by many residents of this church-laden, Republican-leaning city of 125,000.

The Phelpses' tactics have turned some evangelical ministers and conservative businessmen into unlikely crusaders for gay rights, backing measures like the antidiscrimination ordinance. And with an amendment to the State Constitution to ban same-sex marriage on the ballot in April, many other religious and civic leaders are trying mightily to stop the Phelpses from hijacking what they see as a signature issue.

As Ms. Muller and Miss Phelps go door to door in the district, talk about taxes and employment gives way to questions about sex and the Bible. Miss Phelps has been yelled off lawns when residents learned her surname, which appears on campaign fliers in the finest print, and voters have told Ms. Muller's supporters that she would not win their votes if she ran against a pack of snakes.

"If I lose the primary, it'll be because I'm gay," said Ms. Muller, 26, who moved here six years ago and was the lead lobbyist against the same-sex marriage ban in the Legislature. "There are people who are voting for me just because of my stance on gay rights, and there are people who are voting for me just because I got the Phelpses all riled up."

Miss Phelps promoted herself on a radio show last week as the candidate with the appropriate "moral compass," not "a recent transplant who came to Topeka to make a living pushing the gay agenda."

"The main reason why I got into the race," she said as she strolled the streets in search of support, "is so the people of District 9 would know who the incumbent is. We have someone whose goal in life is to make it so the governmental stamp of approval is put on sin, and an abomination at that."

The contest has symbolic significance because of Mr. Phelps's reputation. He picketed the funerals of Matthew Shepard, the gay man who was beaten and left to die in 1998 in Wyoming; Mister Rogers; Sonny Bono; and Al Gore's father. And the dispute here is being repeated across the country.

Could it be that perhaps they are somewhat selective about who they go after. No, No, that’s not it, oh yea, it's because the Gannon thing is all a big liberal conspiracy, conducted by Satan of course, to smear a good man.

Come on people,(I don't mean you specifically CC) when are you going to realize that the Christian religion is a dangerous religion. Is it really going to take another dark ages to get that fact?

5. It looks like he protested the Inauguration
I held my nose and poked around his site for a couple of minutes. He hates *, too, except it's because he's an "enabler," maybe? What's also interesting is that he really does *hate* him, in a sense that very few people here actually do. I mean, I certainly have very strong feelings about the whole cabal, but this guy is really hard-core.

Phelps is an abominable excuse for a human being, but he certainly is ethically consistent, if you can even use "ethically" and "Phelps" in the same sentence. If you can deal with reading the f-word all the time (I can't even refer to gay people like that), you should check out his site - it's a fascinating glimpse into the mind of a very, very sick man.

I think I'll go take a shower now. :puke:

This is the face of Christianity in America today, which is most unfortunate for true Christians, so many of whom are here at DU. True Christians need to take their religion back before the ones who've hijacked it destroy our country, maybe even the human race, forever. Either that, or true Christians need to form a new religion for themselves, because it saddens me to see the decent ones dragged down with the haters and destroyers. And it frustrates me when the true Christians get mad about the Christian-bashing at DU. Only THEY have the power to fix their religion's current problems.

Phelps is just Falwell (and ilk) without the lipstick and the pockets overflowing with GOP cash.

Republicans too, and have no interest in advancing the Republican agenda, or that of the religious right. In the Venn diagram of fucked-up craziness, their circles just happen to intersect in the gay rights area.

Margie used to be far more vocal, but perhaps she's stepped out of the limelight a little?

The WBC is really its own animal, not really a part of the religious right. They hate Republicans as much as they hate everyone else, and have no political agenda other than hate. In contrast, the religious right uses its power to smooth things over for the Republican party.

It's a conundrum. They are hateful. They are crazy. They have hurt countless people by their tactics. But we can't shut them up.

A "yes" vote Tuesday would repeal two existing laws that offer protection to gays in the areas of employment and hate crimes. If passed, the new law could not be repealed for 10 years.
A "no" vote would allow the city to continue the current ordinances and allow the city to consider other gay-rights measures in the future.

Richard Harmon - 1,935 (20 of 20 precincts)
Tiffany Muller - 1,329
Robert Percival - 682
Jael Phelps - 202

Tiffany is the incumbent who was appointed earlier in the term. I believe she will now be in the general election versus Richard Harmon. Unbelievably, the Phelps piece of shit has recieved 202 votes so that means more than just her family is voting for her.

FYI, if you wish to help Tiffany Muller in her general election race, contact me and I can give you contact info for her campaign. In a small campaign such as this, a small donation such as fifty dollars can go a long way. It would be great to keep at least ONE openly gay Democratic elected official in Kansas, the third most Republican state.

45. OMFG!!!! A tabulator was stolen!
Local Topeka paper is reporting that a tabulator was stolen from one of the voting places. Here is a link, but requires registration.

They did not get the ballots or the printed receipt with vote totals, so did not interfere with the counting.

I knew I was breathing too soon.
