'Who is a terrorist' divides Saudi anti-terror parley

Disagreement on the definition of terror, and on just who the terrorist groups are, is complicating efforts by the delegates to an international counterterrorism conference to arrive at a final resolution by Tuesday.

Delegates from over 50 countries are participating in the four-day conference being hosted in Riyadh, the city of Osama bin Laden's birth. But many of those countries consider each other terrorist propagators.

But only a few days before the parley began, US President George W. Bush accused Iran and Syria – both of whom have sent delegates – of supporting terror. Both countries publicly denied the accusations and at one of the conference workshops, an Iranian delegate accused Bush of using extremist language similar to that of bin Laden, a European delegate told Associated Press. snip

The two countries accused by Bush of propagating and supporting terror disputed what they called inaccurate definitions of terrorism. snip

Last week, a Saudi cleric said on Saudi television that suicide attacks were permissible against foreign forces in Iraq and when they didn't cause Saudi Arabia harm.
