In truth, people don't run down to a gun store to buy a gun when angry and need to be cooled off. Almost all murderers, including first time murderers. have prior convictions and are not able to pass an NICS check, therefore unable to buy a gun from a dealer. The idea expressed by that cartoon is a fiction. Waiting period accomplish nothing, except keep victims from arming themselves if they suddenly need a gun.

"Waiting period? But I'm being stalked now!"
