President Obama signed the Repeal of DADT Act bill into law in December 2010.
Part of what is 'in' the bill was the implementation process and certification requirement.
Tomorrow Panetta and Mullen will certify, and then Obama will still need to sign the certification as well.
Then after everyone has signed the certification, the clock starts on the 60 day waiting period - then after the 60 days have passed - POOF - no more DADT.
