Kristi Yamaguchi.

She earned a lot of 29s and 30s from the judges, and was clearly head and shoulders above everyone else that season. I think her lowest score was a 26. That's how good she was.

If she didn't win I think everyone at the time would have been yelling "fix!", even the ones that voted for her opponent(s).

EDIT: Note for those that don't watch the show, a maximum score from the judges for a dance routine is 30, which is the sum of 10 from each of three judges.
