A file can be considered classified if even if there's only one diagram, ten-word paragraph or small chart in the 2 -or- 2000 page document that would be considered classified.
If they take the classified material out, the document can be downgraded to unclassified. However, they can get around that by using the FOUO (For Official Use Only) classification which means that a FIFA document has to be submitted to be able to view even unclassified documents.

I don't think most of the classification requirements in these documents deal with some sort of a nefarious "what are they hiding" program - it's probably something simple like a description of an access or security proccess that would be considered secret whether it was a KBR document or any other corporate or government document.
