Sorry, that is the unequivocal truth.

Even more unequivocal - the lack of leadership was part of the plan, in order to arrive at the most watered down status quo maintaining "reform" possible but yet retain the ability to say "the greatest reform in 50 years". An easy threshold when there has been NO REFORM in 50 years
