He cut Gore off after maybe 30 seconds, telling Gore that he would have to send Gore the question for a written answer, that Inhofe's time was limited (for his diatribe-like "questions"). Barbara interrupted & said she would freeze the time. "Thank you," replied Inhofe. Barbara admonished Inhofe for not allowing Gore to answer the questions. Inhofe recalled how Barbara cut one of the Rethug senators off in the past. Barbara's response drew applause (& a whistle) from the audience when she held up the gavel & said (p/p), "Things are different now; an election changed that. Elections have consequences."
