Frankly, I think that the War Powers Act should be amended to make a draft mandatory and institute a 100% war tax on all non-wage related income (I'd call it the George W Bush Freedom isn't free tax) when a President asks for and Congress grants war powers. I think many members of Congress went along with the IWR because it was politically expedient at the time, not because they agreed with it - it should never be allowed to happen again.
