I don't know - it seems like there's got to be some sort of "official" way to raise the alert level.

ETA: OK, here it is. NYPD's website - NYC's threat level is (high) orange.

THE NEW YORK STATE OFFICE OF HOMELAND SECURITY has NYC on an orange (high) alert level. http://www.security.state.ny.us/

According to Wikipedia, NYC has been on an orange (high) alert level since 9/11. So, the alert level hasn't been changed as a result of this new "Iranian threat" thing.
