I don't know what payment mechanisms they use but you do have to take the time to fill them out/submit them. There has to be a control on approval and a record of who got paid what and when.

Either the admin staff aren't doing anything or the managing partner (for lack of an accurate term) is spending their time on something else.

I doubt that it is from a lack of funds.
