They must pay a protection fee to the government so the Navy, Coast Guard and Air Force can keep the rigs safe from terrorist attack. I'm thinking 100 billion a year per rig should be sufficient. They must be made to pay their fair share. Also, they must be compelled to pay anyone who is damaged from accidents caused by the drilling and rigging. Hopefully, by the time they get oil to market we'll have alternative energy and their greed will be rewarded justly.
