and you can field test for cocaine very easily, and very cheaply. and no judge would arraign someone for drug trafficking without a positive field test, I wouldn't think. She says 'it is flour' and unless the DA has something to show it isn't flour, 500 grand of bail seems unlikely.

The initial arrest without a field test, fine, but a three week hold? which, since bail was mentioned, included at the very least an arraignment? something's fishy.
