We need to elicit and challenge their rationalizations for inaction face-to-face. Fax a request for a meeting (http://january6th.org/mtg_request_menendez_fax_all.pdf">sample). Go with a friend (it's easier for two to muster the courage, but keep the numbers small or effective dialog will be difficult). It's best to fax a request in advance, but if you just show up ask to speak to a legislative assistant or coordinator to find out why your representative is not demanding immediate impeachment of Bush and Cheney. Challenge their rationalizations. It's time for a few "quiet conversations" -- and some not so quiet ones.
