Without implying anything about innate ability, it is the lower class that is the most disadvantaged and frequently least prepared to perform well on apptitude tests. The military assigns recruits to training based on both the needs of the military, ability of recruites, and for the better training time left in service after training (you don't get paid to be trained for 24 months during a conscription period).

What socio-economic class do you think get most of those jobs? Society is biased and disadvantages some kids throughout their elementary and secondary schooling and the assignment of recruits just perpetuates that bias.
