Why was C-SPAN permitted to have two cameras during debate ?

I flipped thru all the cable news channel when it came on and everyone had a single camera except C-SPAN. Somebody must not have had a little talk with Brian Lamb?? It was devastating to watch Bush's facial expressions and his blank looks at moments during the debates. Everybody that watched on the single camera channel missed those historical moments.

Bush's most visibly angry moment was just before he accused Kerry of changing positions (flip-flopping) as he pursed his lips and cocked his head half-sideways and half looking up. You could see him chew on the inside of cheek a couple of times and you could see him go after his third glass of water. Somebody must have turned up the heat but they wanted Kerry to sweat - not Bush. :)
