The problem is she uses the sort of "stream of consciousness" conversational style common in casual cocktail party conversation, but wholly unsuited to serious public discussions of issues. The same information, expressed in a more organized manner, with some clauses relocated to a more acceptable place within the sentence, translates to:

I don't know. (In casual conversation, roughly equivalent to "Hmmm. Let me think about that for a second.")

Because I remember the discussion about Africa, my concern has been the atrocities there in Darfur and the relevance (of that issue) to me.

As we spoke about Africa and some of the countries there that the people succumbing to the dictators and the corruption of some collapsed governments on the continent, the relevance was Alaska's investment (of some of our permanent fund dollars) in Darfur.

I wanted to make sure that (that) didn't happen anymore.


This makes a reasonable amount of sense, but the last sentence leaves ambiguous which "that" was not to be allowed to happen again:: 1) people succumbing to dictators, or 2) Alaska investing in those kind of countries.
