A slum lord hands down. The world is full of "maniacal dictators" and as long as they don't directly threaten the U.S. very few Americans care about them. Nazarbayev is hardly anti-American and Russian President Putin is increasingly moving toward being every bit as much of a "maniacal dictator" as Nazarbayev. Yet Americans don't expect our leaders to have nothing to do with Putin. Now slum lords, those Americans know about and care about and understand how they screw average Americans.
