There is a good deal more to this than cubic volume.

Biological agents require containment if they are not to spread, and controlled environment if they are to remain viable as weapons. This requires something more than a hole in the ground. It requires some specialized construction, and functioning electrical power. Someone must tend the latter.

A million pounds of gas and biological agents requires containing vessels for transport; these are sturdy, weighty and sizeable in themselves. The tank containing a compressed gas weighs far more than the gas within it. It would seem likely the containing vessels for biological agents would be in similar proportion.

Thirty thousand field artillery rounds, whether rocket propelled or shells, is a sizeable load of ordinance, perhaps a weeks ration for an infantry corps' artillery. This scale of munition is measured by freight cars. It does not disappear into a few small holes.

All of these things would require considerable administration to hide. There would be much transport and many persons involved. There would be records; there would be participants with memories. No records have been found, and despite lavish inducements, no participants with verifiable memories have stepped forward.
