specifically "govern" please? I took it at first to mean "to hold in check" but then thought about it having several similar meanings.

On the surface, I will say I agree with your poll (I have not voted yet). You can see evidence of how Republicans want to run things by their attacks (both from the leaders and from the lead) - like when they complain about how Democrats always look at poll numbers. I know what they're trying to say, but it's stupid since they are supposed to represent the will of the people, not the other way around.

They paint us as weak or timid, and in fact our leaders sometimes are, but mainly because they are trying to not be dictators.

I also find it 'funny' that the republicans consider the Clintons to be among the worst monsters in history, and are afraid they'll take away all of our rights, yet... they fall lockstep into a leader who is doing just that and they don't notice.
