18. That would have hurt the constituents and those employed more.

Kerry didn't like the situation but sided with the needs of the consituency.

He and Kennedy called for an investigation into the accounting. Hopefully the GOP governors will be outed as inept handlers of money.

Kerry...always doing the right thing, no matter how it MIGHT appear to his detractors.
