15. Missouri
Two problems with your map. First, there are 9 "May Issue" states: HI, CA, IA, MA, MD, DE, NY, NJ, RI.

Second, if you're going to have Ohio blue on that map--our law doesn't go into effect until April 8, 2004--then you should have Missouri blue as well. They passed a shall-issue law last year. It is just on hold until the Supreme Court of Missouri likely overrules a frivolous constitutional challenge. I suspect it will happen before Ohio's law kicks in.

Most current maps show 37 shall issue, 9 may issue, 4 no issue. Some break the 37 down into 2 no permit req'd, 35 shall issue.

Also, Kansas had a shall-issue bill introduced this week. It is very likely to pass, but faces a threatened veto from Gov. Sebelius.

Wisconsin failed two weeks ago in overriding the governor's veto by 1 vote in the Assembly. The senate had already votedt to override.

A bill has the votes to pass in Nebraska, if the Unicameral can get break the fillibuster.

Illinois looks hopeless.

I like this animated map. It gives a good sense of our progress. I should warn to those who are scared of guns and "gun nuts," it comes from gun-nuttery.com.
