4. That is a good question...

with I think a simple answer. Given any fuel it can be an a net energy producer of an energy sink. For example ethanol takes more energy to produce if you add up all the costs from crop fertilizer, to seed, to deisel to run the tractor and combine, to transport cost to distillation, etc.
