Meaning that approval for this type of action is increasing - it doesn't mean that a majority of people think this is a good idea, just that more people like the idea now than did in the past. I think it's just another manifestation of something that has been observed in many other areas of society: Americans are increasingly willing to approve of monitoring and oversight by governmental and private organizations, especially when it's dressed up in the guise of 'safety' or 'cutting costs.' In general, Americans are increasingly accepting of eroding liberties, and while in this case it's the Evil Smokers^tm who are getting the shaft, the phenomenon in general should scare all of us...
