Eminent Domain and Just Compensation

I'm writing my Florida state legislators today with the following request:

1) When eminent domain is used to take land for a public use (meaning the future use will be owned and maintained by a PUBLIC entity such as schools, roads, utilities, etc.), just compensation should be the fair market value of the property as decided by a qualified appraiser or group of appraisers.

2) When eminent domain is used to take land that eventually becomes owned by a PRIVATE entity, just compensation should be FIVE TIMES the fair market value of the property as decided by a qualified appraiser or group of appraisers.
