My money's on US citizens. Contrary to popular opinion, there are a LOT of gun-owning Democrats in the US, many millions in fact. I doubt 70,000 troops would be enough to contain the widespread uprisings that would occur if marshall law were imposed. That's assuming all of those troops would be brainwashed enough to fire on US citizens, the very people they have sworn to serve and protect.
