5. by sanction do you mean perform weddings?
or do you mean, support our right to civil marriage? Since the latter is too messy to contemplate (mixing church/state) I'm guessing "perform weddings."

Many denominations do. And among denominations: some sects or individual churches do, some don't. Example: The Episcopal Church just posted its first gay bishop, and it seems it's going to cause a schism.
