On June 30th the Coalition Provisional Authority, or CPA, which is headed by Bremer and controlled by the Pentagon, goes away and full sovereign powers are then invested in the Iraqi governing council. What takes the place of the CPA is the American embassy presence.

Thus, Rummy and Perle dump their mess into Powell's lap and say "mission accomplished!" and Bremer comes home.

No one yet knows to what Iraqi organization power will be turned over to. That is what this elections/caucus brou-ha-ha is all about.

Now, what WILL happen on June 30th? Who knows? But the whole thing is suitably Byzantine and thus will quickly slide downhill into civil war, if you ask me.
