The first reason is obvious; public relations. They are trying to repair their tarnished reputation among the public.

The second reason is called content control. They are controlling the content of the news programs you watch (I'm guessing that this aired during a "news" show). They want to be sure that the news program isn't too critical of Halliburton, so they ante up money for these commercials. Depending on how you look at it, Halliburton is bribing the news agency or Halliburton is subsidizing your news. Neither is desirable for people who want accurate news.
