3. Didn't you hear? Bush's economy is Clinton's fault. It goes like this:

Reagan's economy = Congress + Cold War + labor unions to blame

Bush I's stale economy = Congress to blame

Clinton's booming economy = Reagan did it

Bush II's crashing economy = Clinton + terrorism to blame

I give you the party of personal responsibility.
