Sometimes you can go on historical precedent...if Skinner got up at 6am this morning, brushed his teeth at 6:07, shaved at 6:10, French kissed his wife for ten minutes starting at 6:15 and put on a pot of coffee at 6:27, and he did the exact same things at the exact same times every day for the last ten years, then you can figure that at 6:27 on Thursday morning he's going to make coffee.

But on matters as grave as war, you don't make your final decision on historical precedent, but on current intel. And the current intel said Saddam wasn't holding WMD.
