How strong is the public's association of Bush to the Republican Party?

I ask this because of the ground swell in public disatisfaction with shrub. Why it has taken almost four years is beyond me.

However what worries me is if people don't draw the conclusion that Bush and his junta ARE the head of the national leadership. Bush dictates budgets, foreign policy etc. and for the most part the Congress rubber stamps it. If Bush is ever scapegoated without realization that he was acting on the platform of the GOP won't the same conditions exist which lead to the 2000 debacle in the first place?


I fear a large denial mechnanism building that will keep millions of voters ether from seeking reform within the GOP or embracing voter apathy. This Bush is just one bad apple mentality bothers me.
