Washington - Wisconsin Sen. Russ Feingold called on Democratic candidates Friday to honor spending limits during the presidential primaries.

But Feingold said that if Dean or other Democrats opt out in order to be more competitive against Bush, they should at least honor the $45 million cap against their Democratic competitors and stay within the limit until there's a "presumptive nominee."

Several advocacy groups that support campaign reforms made a similar appeal Friday.

"That would at least demonstrate that the decision to opt out is prompted by the president's unprecedented fund raising and not by a desire to overwhelm those Democratic candidates who choose to stay within the public financing system," Feingold said in a statement he issued Friday after getting questions on the subject.

Feingold has not endorsed a presidential candidate and said he doesn't expect to.

"I think Governor Dean is an excellent candidate and so are a number of others," Feingold said. "I want to see if we can avoid a competitive race to the bottom when it comes to this fund-raising stuff."
