14. The way they used to do it in Conway County Arkansas is
print duplicates, mark the duplicate with a vote in your favor, then switch ballots and destroy the original. A deputy sheriff kept boxes of the originals (to cover himself, I guess) in his attic instead of destroying them and after his death they were found when the house was resold. This is the way it worked in the 60's and 70's. You can cheat with anything if you have the power.
