21. I could bet most don't vote their conscience 100% of the time...
After all, they are politicians that belong to a party that pressures them to vote their way, and sometimes punish them if they don't.

Before switching parties, Jeffords was just slightly better than Chafee in NAACP ratings, and then started to get better:

2001 On the votes that the National Association for the Advancement of Colored People considered to be the most important in 2001, Senator Chafee voted their preferred position 50 percent of the time.

2001 On the votes that the National Association for the Advancement of Colored People considered to be the most important in 2001, Senator Jeffords voted their preferred position 55 percent of the time.

2001-2002 On the votes that the National Association for the Advancement of Colored People considered to be the most important in 2001-2002, Senator Chafee voted their preferred position 48 percent of the time.

2001-2002 On the votes that the National Association for the Advancement of Colored People considered to be the most important in 2001-2002, Senator Jeffords voted their preferred position 67 percent of the time.
