Maybe Poppy Bush picked her out, he seems to have picked Cheney and all the rest. If Dubya picked her, it was because they were already tight, and he wanted someone he could trust. I mean, sure, she had the qualifications, and being a Black woman is a plus, no doubt about that. But ultimately I've noticed that the Bush Admin. values loyalty and a certain agreeableness. I mean, he wants his employees to do exactly what he tells them to do, and not ask any questions. Condi does that, but I doubt she sleeps well at night.
